[Doofenshmirtz is walking home from his job at the bakery, shoulders slumped and discouraged looking. He's not a total newbie, but new enough to be holding himself with wariness...

So hey! There's a guy offering him a pamphlet!]

Ehn? Explain? I think I've got a good grasp of the basics of this town. Can't leave, rooming with people you hate, all of your things have been taken, every moment is torment...

[He sounds bored as he rattles it off.]

She never went into much depth on that, this place has been more irritating and less horrifying...

I-I know. It's terrible. I'd like to think there's some reason for it all, n-not just... mindless torture. Lucy Smith will be the only one with answers, though, and she's not about to tell us.

Speaking as a villain with no small amount of experience in scheming and being horrible, I'd like to think there's some reason for this. We may just not know it. These things can be... obscure. Childhood trauma and... so on.

[Awkward cough. He folds the pamphlet up, and tucks it into his pocket.]

[Crowe just... blinks at him. He's close family friends with a super villain back home. Comparatively, this guy didn't seem like the type. But that was probably a good thing.]
